Based on evidence, Iran is not a law-abide society yet. By Law abiding, we mean elimination of arbitrary acting which depends on the behavior of law's followers. Followers' behavior brings up the concept of "social norm". Social norm, built by the culture of a society, contains three fundamental elements of "belief", "value" and "attitude­". Now the question is, what are the cultural components of law abiding and how can judges as a public official realize these components? The main assumption is that "belief in legitimacy", "belief in equality" and "positive attitude to the law" can Realize or impede law abiding in society and Judges can help achieve this by issuing fair and equitable verdicts. The analysis from library sources showed behavior of state affects the mentioned elements as citizen's act upon law usually when firstly; state's legitimacy be high from their point of view, secondly, when they can make sure that state behave equally with them and thirdly, when they consider law as effective so that they implement it passionately. The judiciary has the most share in citizens' law abidingness. Judges with their decisions can provide the most important cultural elements of law abidingness in the society.
